When having staging on one layout can you have a graduation say of about 1.2%

Bend Oregon Switching Layout SP&S
I have had a little "layout kaboom" with my Madras switching layout, here is what is going on...
Awhile ago I decided to replace the switches on my Madras switching layout and got as far as cutting out the old switches and purchasing new ones. Also at this time my need to have a switching layout for work was no longer needed. I started really examining what I had started and I found that it was missing a few elements that I wanted to model so I decided to do a little remodeling.
Help Please....design a dbl-deck layout in its own Hand-House shed.
Objective:
I want to build a double-deck, around-the-wall, peninsula style layout in a 12x16 shed I have prepared for the job.

He has been a relatively so long since I wrote the last time.
Operating positions on the W&N June 2017
On the 1903 W&N branch operating in June 2017 for OS Omaha I will have 4 positions available.
1. Wilmington Yardmaster and Shifter
This position based out of the 6th St yard serves as the general yardmaster for the Wilmington Terminal and supervises the yard engines there. As the yard shifter, the job classifies inbound trains and cuts and builds the outbound trains and cuts. If required it could do industry or interchange work.

N Scale small switching layout
I have a good HO scale layout in a 1200 square-foot room in my basement. I am five years into it's construction and enjoying the continuing improvements and now operating with 8 to 12 friends on somewhat of a regular basis. I have an area in my workshop in another part of the basement I'm considering putting an N scale switching layout in. I am running my HO railroad with the RailPro system by Ring engineering and absolutely love it.

Calling Ore-Hauling modellers : switching ore grades for transloading
Dear DM&IR and other Ore-Hauler modellers,
A random question if I may. I'm thinking of a DM&IR scene,
an SD9 assigned to shoving mini-quad sets of 22' shorty ore-hoppers up onto the dock(?) for transloading/dumping into an ore boat.
