Under which banner is a train order issued?

I am nearly there with my Open University project. I have the switch lists displaying on a tablet and all the software seems to work. I now have a question about switch lists and train orders.

Anyone have an ORER from 1991 or newer?

I'm trying to research some information on Norfolk Southern depressed center flatcars.  The only ORER I currently have is from October 1988, and NS as we know it now didn't come into existence until 1990. Hence, Norfolk Southern doesn't even exist in my book.

I'm looking for details on depressed center flatcars around the number series containing NS 185220.  In general, I'm also looking for details on other similar cars with AAR type codes F431 and/or F331.

NYC baggage car

Does any one know what the ends doors were used for? As near as I can tell, there were 100 cars in the series, all with end doors. Road # 9100-9199

Water Depth (HO)

I'll helping a friend who is modeling a portion of a shallow bay with concrete piers across it. The bay in HO scale would be 1-1.65" deep mimicking the real water. He has the room to model something like that but I was curious about pouring a water mix like Woodland Scenics (like their new water system) or another brand to that depth. 

Should he do the full treatment as usual with painting and mimicking water depth, darkness, etc and pour the full height? In layers? Maybe 6-7 layers in the 1.65" inch areas?

Solar Panel on a hopper car?

While watching trains at La Grange, KY, I spotted a CSX ballast train pulling hoppers with what seems to be solar panels on each end.  Are those solar panels? if so, what are they for? Thanks...

model-genic railway bridge

One of the benefits of my job is that I get to fly around in helicopters.  On my recent trip to eastern Quebec we flew out of the airport at Havre St. Pierre.  The QIT (Quebec Iron and Titanium) railway bridge is just to the west of the airport, so I made a point of requesting the pilot to fly around the bridge so I could take some photos - one of the perks of being the boss.  He did so, and I am thinking I need to figure out a reason to have this bridge on my layout.  Not correct for my locale but pretty cool none the less.

Master Creations Car Float - Prototype?

I have been looking into car floats again and solutions for my logging and navigation company in the north west.
 

I came across the Master Creations Car Float.

Does anyone know if it was ever produced and second to that is it based on a prototype of any sort? I did a bit of hunting around but hevent been able to come across anything like it yet.
