ICC Valuation - what do these notes mean?

I need some help.  I'm trying to read through some ICC valuation data, and I'm finding a lot of notes and abbreviations that I don't understand.  Some I can figure out (ever seen the word "ceiled"?  It's there, frequently), but some I need help with.

I'm looking at this page, dealing with Stuart, Virginia:

Not being a lifelong rail modeler, I don't have the same knowledge base that I do for most things aviation related.  I recently picked up 'The Contemporary Diesel Spotter's Guide' on Amazon to help me identify the more modern diesels that might have been in use on my (eventual) Conrail line in Northeastern Indiana.
