Why do some people's pictures show up as pictures and some as attachments?

All depends on how the writer of the post decides how they want the pictures to be available. All pictures, in posts, have to be located in a third party hosting site (Photobucket, Flicker, etc.). The poster can then insert the picture into his/her post or just post a link to the picture on the site. It's the poster's choice.

No, they don't.
This photo is on the server right here on MRH. There are four tabs in the "Image" pane when it opens, one of them being "Upload". Once you've uploaded the picture, you can select it using the "Browse server" button on the first tab, and make a number of adjustments, including size, width of the border, alignment, and spacing. You can even post the picture at a smaller size, and if someone clicks on the picture it's displayed full size. Use your browser's "back" button to return to the post. Play with the tools and learn to use them - this is frankly the most useful set of tools I've seen on any forum for posting pictures. To do better, you'd have to learn to code HTML.

This statement is actually not true.
You can upload photos directly into your MRH account using the Image Upload tab in the Image Dialog.

OR you can even paste images directly into the comment area, as I have done with the ones in this comment. (using firefox.)
Users of non-windows tablets, such as the iPad, are limited to posting images as attachments unless they have the images hosted elsewhere and link to them directly in their posts.
Depending on what platform you are posting from, your options in posting images will vary.

Good to know, I stand corrected. But it still boils down to the poster's choice.

For example, as I recall, iPad users can only post photos as attachments right now.

posting photos
I recently had problems posting photos here on MRH. I had uploaded them to the server and followed all the instructions on the how-to video and even instructions from others to attach photos to my post directly. None of it worked, as there was never a "browse" button above the "send to server" button.
Then I figured it out. I was using Internet Explorer 11. It may work for others, but didn't work for me. I downloaded Firefox and it works perfect now...

Internet Explorer... the world's most widely used web browser...
...to download another browser. There's a reason for that, ya know... :)

this is the second worst browser out there, only Safari is worse. Chrome is a light browser that works quickly, but the most secure is Firefox.

Thanks, it is the iPad that doesn't do simple things, I can't post pictures to my blog with my iPad either.
MRH images
MRH forum actually has very robust image handling. In addition to the image upload method described previously, MRH makes available a personalized image database that allows you to reuse previously uploaded images. Quite handy.
Click the Browse button on the Link tab and you get this:
From here you have complete management over your image database stored on MRH. Slick, eh?
