Important Note:
All modern HTML5 compliant browsers automatically save the PDF to your device when you click the link. However, in the case of Internet Explorer (PC) or older versions of Safari (Mac), you need to do the following to get the PDF to download instead of display in the browser.

INTERNET EXPLORER USERS (PC): Please right click and select "Save target as"  to save the PDF directly to your device instead of opening it in your browser. 
SAFARI USERS (Mac): Please hold down the OPTION key when clicking to force Safari to download the PDF instead of display it in the browser. However, as of Safari 11 (released Jan 2018), Mac Safari DOES support the download attribute via a direct click. Safari on iOS still does not support the direct click, however.

Download on Safari 10.11.6

I may be doing something wrong, but on my iMac with Safari 10.11.6 OS, a direct click on the Embedded Edition Landscape .PDF for the February issue does not download the edition as suggested above, but only displays it on the screen.  However, this can then be easily saved to a document file using the Save As command.  Holding down the OPTION key while clicking does download the .PDF as desired.

Safari on Mac’s & iPads

You’re not doing anything wrong. When using Safari on any Apple device, clicking on a link to a PDF always opens in a new tab.  As you point out, you can then save it to a destination of your choosing.  I routinely get my MRH on my iPad, copying (saving) them to iBooks.  Since iBooks backs up to my iCloud account, I then have access to them on any device (providing the device has iCloud installed).
