Static Grass Applicator

I recall seeing at least 2 x "plans" for making static grass applicators. One was posted by Blue Hills and I believe the other was submitted by Marc Fournier.

I have been searching for them, but so far with no luck (which say a lot about my searching capabilities).

Can anyone point me to the locations or provide a link?
