While searching on Google Maps the Colton, CA yard, I discovered what seems to be a UP car. What is this car?  Are those solar panels on the roof? What is that cupola for?

UP mobile lab car #210

If this is the same one lab car that I remember seeing circa 1980, it has a long history. I was in it a few times when they used to park it near Omaha shops. The cupola was for service as a dynamometer car. The solar panels are a recent addition.

General Notes:

a. Built as Pullman-owned 10 Section, 1 Drawing Room, 1 Compartment Sleeper "Balsam Fir"; sold by Pullman to UP "Balsam Fir" in 1948; remodeled to Dynamometer Car 903001 in July 1963; to Mobile Laboratory Car 210 in July 1964
b. Out of service from the late 1990s; stored at Cheyenne from about 2008 until it was moved back to Council Bluffs for upgrading in early 2012; completed in August 2012. (2012 update from Brad Williams, email dated August 23, 2012)
c. Upgrade completed in April 2013 (including solar panels mounted on the roof) and sent to Mid America car in Kansas City for complete repainting; returned to Council Bluffs in mid May 2013 and returned to service (seen on Donner Pass in mid July 2013, east of Denver in August, and in southern California in mid October 2013)(July 2013 photo at RailPictures.net)
