Looks like one of the former NYC units, with the cigar band painted out, that were reassigned to 46th Street EH in Philadelphia. As they initially were not equipped with a "deadman", they required the employment of a "fireman", until modified. Great model, great weathering, looks real at first glance.
That's exactly what's going on here. I based the model on a photo of the real 9633 that was taken in North Tonawanda Yard, the prototype for my layout. This is a former NYC engine with the frame stripe painted out. The numerals are in a New York Central font instead of PC. Nothing about the locomotive's paint scheme matches the PC paint diagrams, possibly because it was painted before the diagram was created, or possibly because the local shop crews simply ignored the diagram for such a lowly and beat engine.

These were usually seen tied together with two or three others units as they headed South towards Camden, New Jersey on the old PRR/C&A line.
