Important Note to Internet Explorer or Safari users on a PC / Mac: Please right click (ctrl-click on Mac) and select "Save target as" (IE) or "Download link as" (Safari) to save the PDF to your device instead of opening it in your browser. HTML5 compliant browsers like Chrome or Firefox will automatically save the PDF to your device when you click the link. Also on Macs when using Safari, holding down Option while clicking on a link will force it to download instead of displaying.

Using Chrome, the links above only download an .htm file which does not have the PDF. Tried IE11 and it was fine.

Chrome version maybe?
Either they fixed the problem or it may be an issue with the version of Chrome you are using, just downloaded with 55.0.2883.87 m

If clicking the link doesn't work, then try a right click and save as ...

Dead links
Downloaded the Standard Edition Landscape pdf. All links in the downloaded pdf are dead. Even the page turning arrows do not work.

More details, please: what kind of device you reading with, and which browser you using? Finally, what PDF reader are you using?
Most often, when someone reports all links are dead, either they have a virus / popup blocker interferring, or they are using a PDF reader that's got problems.
You could have something that changed on your device since the last issue - to check that, go back and read an older issue. Likely as not, those links don't work now either. If so, that means something is interfering with the normal function of the links.

Links - separate issue
The links work for me on a computer running windows 7 using adobe reader 11.0.19, the arrows turn the pages, front cover links work, index TOC at the bottom of pages.
I did find an incorrect ad link however, the MRC ad just prior to the Designing and Building the Emey Falls Module article sends me to the MRH store, not MRC's website.
I only tested the landscape standard pdf file downloaded from the primary server with Chrome.

Electrical stuff
I was looking in the Walthers catalog and was looking at LEDs. For ultrabright led they wanted $11.89 I believe. I found this website http://www.futurlec.com and they sell a ultrabright led for 20 cents. I also saw that they had photo cells and I would like to figure out how to use those with crossing signals. Just thought I would pass this info along,

This is good information, but would be better shared in a post about electronics/LEDs, rather than this thread which is about issues with the Web downloader for the February edition of the magazine.
You might want to add this information to one or both of these threads:
http://model-railroad-hobbyist.com/node/21653, which specificly asks about micro LED sources, you could let people know about Futurlec, since they offer a wide range of LEDs, including SMD or
http://model-railroad-hobbyist.com/node/1656, which asks about Futurlec specifically.
I found both of these threads by using the search in the upper right, the first one by searching for LED sources and the second by searching for electronic parts sources
As for the second part of your post:
Searching for working grade crossing yields lots of results, I know the one Scale Model Animation 14: Grade (or Level) Crossing Control, is interesting but it uses an Arduino for control and infra-red sensors. You may have to create a new post to ask your specific question, but poke around the search results to see if it is already answered. Of course you could try other searches as well e.g. controlling grade crossing with photo cells
