If that is Jimmy Deignan, I read an article about him in the printed railroad magazine right before I let my subscription lapse. He is an amazing person - he was riding his motorcycle and had an accident that left him a paraplegic. Through the help of some local friends who were enthusiasts, they helped him to convert his layout into a wheelchair-friendly setup with aisles that wide enough for his wheelchair so he could continue with his passion. It did mention that Jimmy loves to build buildings in the article...
