Interesting Note: the page numbers for each section start at page 1.

I don't think it's something to panic about, whereas it means you can put the content in Any Order You Want.  The table of contents, as long as it is hot-linked (AKA click on a link and it goes to that section) doesn't need to worry about page numbers, the articles can again be in any order they want to be in.

Um, it's been that way for at least a couple of years now. It was set up that way in anticipation of our moving to the EPUB format, which, since the text would flow between pages depending on the size of the font and the size of the page the reader was looking at, meant that static page numbers were useless. 

Problems with setting up linkable hotspots for ads sank that idea, unfortunately.
