Communication, Signal and Information?  Would be someone who deals with radio, telephone, data lines, fiber optic, LAN lines, etc etc.  Electrical but not power supply (high voltage stuff).

Not even Google knows what it is.

Dave's suggestion that it would be a limited energy electrician of some sort makes sense though. The ones in Oregon are generally limited to 1000W, which is below standard household current and amperage.
