I noticed that some posts with pictures have the ability to be viewed larger.  When you mouse over the picture a hand appears instead of an arrow.  On the pictures with the hand when you click while the hand is on the picture it enlarges and the hand may turn into a plus (+) sign that if you click again the picture gets even larger.

How is this done during the posting?  It the actual picture a link to another web location?

Depends on what you do with

Depends on what you do with it once it's in the editor and what size it is.  I'll use this picture of my layout background I'm working on as an example.  Here it is full size.

 

 

Once in the editor, you have the option of resizing it.  If you do that, then you will be able to click it to see the full size.

 

 

 

The little squares on the corners (and at midpoints) indicate places where you can "grab" and resize.  I always use the corners, as this will maintain the aspect ratio (won't skew it).  Click photo below for the location of these grab squares.

 

 

Oh, one other thing, your browser also sees that the picture might be larger (depending on how large the photo is) that can be displayed on your screen and scales the photo down to your viewing screen.  When you hover over the photo with your mouse, it will show the + sign to indicate that by clicking it, it will show it full size.

Also paste the link in the Link entry on the upload dialog box.

Step 2: Set picture post size (700 pixels wide works good), Copy link on Image Info tab

With respect, Alan, if you don't change the size within the editor, this step will simply display the image the same size as it is in the post.  Helpful if you just want the image to show by itself though.  If you change the size within the editor, the linking will happen automatically.
