Since it's a new year, Joe needs to set 2023 to "drip" into all the different subscription options (which he's trying to reduce the number of). He's working on it.

All we can say is check with Apple support online, and  you will find this:

https://support.apple.com/en-us/HT205751

If that doesn't work take your device to an Apple Store and visit the Genius bar and explain your problem to them. They will show you how to download the PDF and get it into iBooks on iOS 15.
