How do you restart a DCC loco which has stopped at a signal without doing it manually? I think I read somewhere about switching sig. track to DC currant while train is stopped then back to DCC power when signal turns green. Can somebody please assist. If DC currant is applied then at what voltage?

I suggest you join one of the Yahoo DCC groups and ask.  But in the mean time, here's my inexpert understanding. 

Some DCC decoders can  be set to bring the train to a stop, subject to momentum settings, when it sees DC on the track.  When DCC is restored, the decoder will again see the command for it to move at the speed it was moving prior to seeing the DC, and will then accelerate (subject to the momentum setting) to that speed. 

So doing what  you're looking for is simply a matter of connecting (through a relay or switch) DC to the track when the train is to stop and DCC when it is to go.  I wouldn't doubt there are solid state circuits that will do this also. 

I've never done this, only heard about it at the recent NMRA convention.

I think it's just a small DC bias added to the DCC signal

just in that block. A lenz feature IIRC. You wouldn't want to substitute plain DC, or it will drive the loco instead..
