That's definitely a layout under construction!
In fact, there's construction equipment all over the place - even looks like the Army Corps of Engineers could be in the act! Keep the updates coming!

That "truck?" I made from my imagination after finding a broken toy tank (the tracks) and an heavy duty truck and cobbled together that beast (the result of to much caffine) the amazing thing is that scene its in is only a foot deep!
