does anyone know of the horsepower rating for Conrail-ex Penn Central-ex New York Central GP20R's?

GP-20 non-dynamic brake
According to "The Second Diesel Spotters Guide" the units were rated at 2000HP with 16 cylinder 267D2 engines. They were produced from 11/59 - 4/62. There were 260 units made for US railroads. The NYC's units were the only ones without dynamic brakes because the ran on "The Water Level Route".

conrail's were GP20R's which had the turbocharger removed and different railroads rated their "de-turboes" to various horsepowers

I was looking through my "Diesel Locomotives of the New York Central System" book and it looks like the GP-9's engine is a 567 V-16 non turbo charged engine which puts out 1750HP. So I'm going to assume that the GP-20 that was "de-turboed" would be of the same HP. Just an educated guess based on the fact both had the same engines.

I would guess!
I have looked at the resources available to me and none define the HP.. My guess would be 1800 hp, because that is the hp of the GP18's, the non-turbo version of the production GP20's. There is no information that I have found about exhaust or other modifications to the engines.

A better guess
By inserting 645 power assemblies in the GP20's 16-567D block, 2000 horsepower can be attained, without the turbo and its attendant maintenance.
This was a popular option, SP also made this modification on many of their GP20s.
This essentially gave them a GP38 at lower cost.
