On another thread, a fellow commented that his iPad screwed up the formatting of his post.
I am using an iPad for this post.
Here's how to get paragraph spacing.
The Safari version on the iPad doesn't support HTML editing.
When you are postng, press the INPUT FORMAT line below the posting window. Then select MESSAGING PLAIN TEXT.

This is in fact one of the worst thing with iPad. People are familiar enough with HTML, and if Safari don't have this ability in formatting the post, the result if pursue might be scattered. I wish iPad will also support other browsing platform that works any HTML.

There is another browser for iPad.
It is installed on my wife's iPad which she took with her on her trip. I want to say it is Omni. The icon has a big red O. As to HTML editing I am not sure.

Google Chrome works with HTML
I know this is an older post but you can download Google Chrome and it should fix your issue. I am posting this with Google Chrome and I am having no issues and my input mode is still set to HTML.
