Can anyone tell me who makes replacement wheels for the HO scale Life Like Proto 2000 E8's ?

Jay Bee had a set of 12 half axles that they called #100 Proto "E".  I can find only a few sporadic offerings for these and that surprises me. NWSL apparently makes some too, but they are not easy to find either. These wheels are special because they are only 36" diameter.

What is the deal with these wheels?  Does anyone ever replace their wheels?  Are these companies even in business? Sorry, I have been away from HO scale for many years and I just am not up on current events. Thanks for letting me know.
