...it's possible. 

I think the only way to be sure is to try and make one (or a hundred) yourself.

Looks like static Grass

Looks like static grass and Noch leaves. Could also use Super Leaf from Scenic Express. There is an article in last months Running Extra about making your own static grass tufts. You can just spray them with hair spray and sprinkle on other materials. ( Leaves, ground Foam, Flowers)

This was made using both homemade and commercial tufts with various materials and paints added for variety.

Just an idea

I'm so frugal, that I avoid having to buy. However, I did visit Dollar Tree and bought some moss. 3 different colors. None are perfect, so some coloring will be required. The moss is a little large for HO. So I intend to crumble it so it's smaller. And figure out how to get the color better. I admit this is just an idea at this point and do not want anyone to think I know what I'm doing.But it just bothers me that Woodland Scenics is so expensive. They make nice stuff and I don't want to say otherwise.

If you want to make otherones...just add more,  other, or different size fibres and add different kind of "leaves"on it!

experiment ...just find out about what can be  the "best "result(s)  for you(r layout.!)

On the picture I used "only" fibres and a very litlle bit of sieved fine turf for the shrubs on  this winter diorama( scale 1: 72)...and a lot of real roots of buxus sempervirens as dead branches and twigs....

I have to confess that I use a 35kv "grasmaster"from Greenkeeper... but wihout you can have also very good results!

Jos: Absolutely great. About 99% perfect. I know I can't do any better. 100% would be the ultimate and I've never seen that. So you are #1 IMHO. < small grin>

I use the fibres of cheap wigs( Haloween?? ) You can make hundreds and even more. 20klform.jpg  shrubs  ....chop them in "lengths" of 1/2 or one inch and add some 6 and 2 mm grasfibres to it...finaly some leaves from NOCH or coarse foam from Woodland...

The shrubs on the picture are max. 2 inches and are made only with "wigfibres" and 12 mm fibres and some 2 mm. ...finaly a coat of spray colour over it...
