Tim Paterson uses a circular rasp file to to mold terrain in pink foam.  I am trying to locate one however I have only found 2 and they are over a 100 bucks.  Not gonna happen at that price.  Anyone have a link  to one more reasonable ?

It's "Ken" not "Tim" ... and cheaper circular rasp sources

It's Ken Patterson, not Tim, by the way. The circular rasp is known as a "stair makers rasp" and you can find it here in the states for as low as $36. With shipping, will be $45. https://gregdorrance.com/product/staircase-makers-rasp/

Ha Ha,  I had a senior

And yes, it is kind of a very short poor-man's version of this ... with a much nicer handle.

Oooh...

Now those look sweet. I shudder to think how much foam dust I could have created with the rotary drum rasp. 

I'd never seen the Stanley round blade rasp before - I own one of those yellow things that Joe posted above. 

Makes me wish I had some foam in need of carving.

The refill is actually easier

The refill is actually easier to use for our purposes in foam without the handles,,,,, just a wrap of ductape over one end.

After watching Ken working with the stair makers rasp, it would seem it would give you the most control over shaping foam.
