The prototype im modeling has a very large facility identified as a forge. My question is, what is the difference between forge and a steel mill? And what kind of loads does it receive?

Steel billets

A forge would receive steel billets and ship various forging

A quick search of forging on youtube will show how some large items are forged.

So you could have some interesting loads out.

Or your forge could be doing small parts and shipping by box car.

Based on your photo,they are doing large items

Forge

Real high level simplistic definitions:

A forge takes large pieces of steel or iron, heats them and then hammers them into shapes.

A steel mill can either take iron and make it into steel or takes big pieces of steel and roll them into sheets or shapes.

A foundry takes steel or iron, melts it and makes castings
