For the past several days, I have been testing a friend's HO engines, both DCC & DC, on my homemade N/HO test tracks.  The home fabricated test setup was built a couple of years ago for testing engines at train shows. The setup has an NCE Power Cab for DCC & a small power pack for DC. The type of control to be used is controlled by a DPDT (center off) switch.  I have seen similar commercially available setups in the $60 to $75 cost range that would still require the addition of some brand of DCC and DC control.  Mine was very inexpensive to build since I used scrap lumber & I already owned both the Power Cab & the DC power pack.
