I've heard a few options,
- thin hi-reflective trailer tape from auto stores
(could be too thick for HO, you decide

- Hi-vis yellow decals + "gloss coating"
- MicroScale was rumored to be working on reflective decals at one point

- Avery reflective tape
- silver decals (static car model stuff?) + yellow ink overcoat?

True "scale thickness" yellow reflective tape seems to be one of the "holy grail" items at this point for freight car weathering fans....
