I have seen THIS engine and others like it posted on eBay and on Walmart's website.  All the ads are by Trainz.  The info says they comes with sound but refers to an NCE decoder.  A search of the Atlas website doesn't yield any information.  I'd love to have a GP with OEM sound, especially if someone produces a GP-9!  Anyway, I don't believe NCE has a sound decoder. 

Does anyone have any additional information?

Check the Hobbylinc site

It's there for $117.13.  No mention that it has sound on that site.

Trainz sells consignment and buys lots

They frequently do not have the details right.  It may have sound that was installed after market.  That may have been two sellers ago.  The person who employed Trainz may not have known what he had.  In my experience Trainz will not look under the hood to see what is there.  It is a case of buyer beware.  I have gotten really good deals from Trainz.  Usually because I verify what is true and what is not.

GP9 with sound

Atlas sells the GP9 with sound. I found quite a few but not at that price. Around $200 or so.

It does NOT look like

Atlas offered that model with sound, so if there is sound, most likely it is aftermarket install.

N Scale

Most N Scale locomotives do not have sound..........there are very few that do.
