Ok, thanks for all the advice, I've incorporated a lot of the ideas and thoughts you all have given me.  Just finished drawing out my bench work on the concrete and decided to take a video of the walk around.  I know the 2 foot isles are a bit tight, but as I plan to use a roller chair and a T-Rail bench, I'm pretty sure I can get through even while seated.

Are those old water stains on the slab?

 

I would really try to avoid 24" aisles, but you already know that.

Water Stains

The house is less then 70 Feet from a river.  (that section was built in 1970).  the high water mark in the basement after numerous years of "100 year" floods was under 1/4 inch overall.  But yes, there has been time when puddles have formed on the slab.  Drain tiles, sump pump and dehumidifiers, (and the occasional squeegee to move the puddles to the intakes) is all the basement has ever needed to keep it dry.  

the river is controlled just downstream from my house by a dam, and there is one 8 miles up stream as well.  the past 18 months has seen the river crest at it's historic high 3 times and only once, (when it simply came to fast) have I had even the smallest amount of water down there.

So yes. i'm in the flood plain and taking a bit of a risk, but it's the only room I have to use!.
