I don't remember who was trying to build Railroad Barges slips and Barges but while looking through another post that linked to some photos I spent a hour at the site and found this page and a bunch of photo and diagrams of Large river Railroad ferry's and Barges I hops this helps somebody; Check the following link.

Great photo.

There are many variations on the theme of carfloats, carferries and barges. The item you show does not cover the kind of carfloats used in New York Harbor which are closer to the Walthers HO carfloat model than what you show. The Walthers carfloat isn't 100% accurate for New York Harbor either but it isn't that far off either since the dimensions are accurate (290 x 51) or as close as you're going to get. Details differ but there is no universal carfloat in the Port of new York either.
