Making sense

The extra rail on the sides are either CWR waiting to be installed or it's old rail waiting to be picked up. Looks like tamper doing some work.

Observing the ties under the two rail side I believe it is dual gauge track, where standard guage and narrow guage trains can both run. John Colley, Sonoma, CA

If it is Eastern Europe, it could be dual gauge. Germany used standard gauge and the USSR was 5 foot gauge...
