My guess..

...would be GE Emission control unit placed in EMD unit, and said guidelines put on CAB for safety.

Reminds me of pictures of a class of Rio Grande Western 4-6-0's - built as Vaulclain compounds by Baldwin and rebuilt into simple configurations by Richmond.  They would up continuing to carry the Baldwin builder's plate on the smokebox, about 4 feet above steam chests stamped "Richmond."  I think without some explanation, an accurate model would be mistaken for the result of some sloppy kitbashing!

SD50F with GE kit

When I lokked for information to paint an OMI SD50F I contacted CN and asked for the GE Label I had found in photos.

The public relations department answered that the locomotives were upgraded to Tier 0 with a GE-manufactured kit for EMD locomotives. The label you show is the same and documents the upgrade according to legislation I think.

Hello Paul

I don't have that e-mail anymore. I think the label explains quite well what happened, but you could contact CN.

GE still produces parts for EMD engines: http://www.genewsroom.com/Press-Releases/GE-Transportation-Systems-Expands-Capabilities-with-Marine--Stationary-Power-Division-262837

In 2012 the Turner Group was appointed distributor for GE Transportation EMD* replacement parts and components: http://www.turner.co.uk/news/turner-eps-takes-on-new-distributorship
