It's been subject to a garden railway idea I've had...

My idea was to use the concrete arch bridge design to build series of concrete arches across the lawn between focal points of scenic interest. Basically tall (ish) retaining wall surrounding say a station area so it's about 3ft above lawn level for ease of maintenance/playing with trains. Then Flaglers arch bridges marching across the lawn to the next station area/town or what not. Maybe only two or three scenic elements. Loop layout primarily for running live steam. Emphasizing the garden over the railway sort of approach.

I've been on Pigeon Key

and snorkeled those bridge piers.  Its pretty grand from a marine life perspective.

There's at least one well researched book on the railroad that ran on those bridges, but no one has ever modeled it that I'm aware of.

Key West Extension

Greetings, A gentleman in Miami by the name of Cal Winter has built an HO representation of the FEC's Key West Extension. I've only seen a few pictures, but I understand it's a magnificent layout. He and his son are active on the FEC Yahoo groups, and they have a wealth of knowledge about the history and construction of the KWE. Also, the definitive history of the FEC is Seth Bramson's book "Speedway to Sunshine." Mr. Bramson is a history professor as well as the official historian of the FEC. There are also numerous books by other authors that deal with various aspects of the KWE, from construction to destruction. You might check out the Yahoo groups on modeling the FEC and FEC history. They're quite active and the folks are very friendly and willing to share their knowledge. Pigeon Key is a neat slice of history. Happy modeling!

It was in Model Railroader...

Model Railroader featured that Key West layout sometime in the last 15 years, I think. It was more likely in a late 1990s issue, but I do not know which one. It was a fairly neat looking layout.
