I don't think anything is available commercially. I think you'd have to start with something like this:

And fabricate the satellite dish and mast yourself. Plastistruct has a variety of tubing and also tank ends, one of the tank ends might work to make the dish, or you could find a suitable form like a kids toy ball or marble and shape some brass over it.

Try looking in a bead or craft store for a "bead cap" -- a simple one will approximate the dish quite well. Styrene parts should build up the mount. Get a ladder on the back or side(s) to the roof for the maintenance team. Lettering on the sides for your favorite station. Don't forget some cables on the ground (depending on your setup). There might even be stationary flood lights too.
