I know that commercial posts are not allowed in the forum, unless one is an advertiser.  What about freebies?  I may have a stack of magazines which need a new home, and I thought I'd offer them here if that's legal.

Money changing hands is the key

As long as money does not change hands, it's fine. If you're willing to ship for free, then we're golden. If you need the recipient to pay you for shipping then money is changing hands and you need to purchase a Hobby Marketplace ad.

What about donating your magazines

to a local elementary school?  It'd be a good way to introduce more youngsters to the hobby, or at the least stimulate creativity.

Another donation possiblity is a model RR club.

Donation to a model railroad club in your area might be another option.  I would lay odds that the school won't take any more than one year and would want something current, but of course I'm sure each state/county/school probably has its own rules about what it will take in donations.
