Tichy/Gould flat car painting update query Locos and rolling stock

 Recently there was an article in some publication regarding an update to the flat car deck painting guide that was in the Gould/Tichy flat car kits.  As so often happens, I cannot remember where I saw it.  It is not in MRH, but it might have been in a link from it.  Or it may be elsewhere.  Does anyone remember seeing it and can you point me to the source?

 Try the August issue of the NMRA publication Scale Rails on page 22.
