I was given a bunch of steel rail "O Scale" I think. Maybe 20-30 pounds of it along with a bunch of pre stained ties that were in old Walthers boxes. I am thinking of taking it to the metal salvage  but maybe people still have a use for it?

This railroad HO 5000 sq ft uses steel rail. I would suggest their is an O scaler who will buy it from you. Take it to a club in your area they can sell it on e bay.

Depends on the rail size and quality. If it's the right stuff it's worth selling. Take a photo and list it on ebay and see if you get bids . Many O scalers like steel rail....DaveBranum
