Does it have to be DCC?

If you don't have to have the functions of DCC, or if the decoder is dual mode, you might consider using a DC circuit.  There are several available or published which can do what you want.

Tam Valley Depot

I was listening to Model Rail Radio last night and Duncan Mcree of Tam Valley Depot says he has come up with a small circuit that does just what you are asking about.  I don't think he is offering it as a commercial product (yet).  You should probably contact him and find out what the status is or how you might get ahold of one. (Sorry if I am stealing the thunder on this Duncan...)
