As you point out just getting people to slow down to scale speed is a pretty good start.

The idea of applying a scale factor of some sort seems like a good one for most layouts.  I'm not sure you want to apply it to everything though - maximums for industry trackage inside or next to buildings, max coupling speed, etc are probably fine as is.  I think it's generally the mainline you really want to stretch by slowing things down a little.

Counter point:  As far as car colors go, unless you are trying to match touch up paint, is worrying over exact car colors worth the time?

What color is a Pennsy hopper?

Here is a link to a picture by Jack Delano of some PRR hoppers.  They are nominally all the same color, but the environment and age have made them very different colors.  Close enough might be the order of the day.

I personally don't think it's worth getting too anal over. But some folks like to be close -- at least for the base coat. Weathering can change the color all over the place from there.

As if that's not enough, there's also season and time of day. Quick, what color is the water in this scene?

Railroading isn't fast. Other than on a mainline on good track between stopping points, it takes a long time to do anything. Just watch a crew hook up a single freight car.
Unless you've done it yourself, you don't get how long it all takes. And in scale, getting between points should take much longer than it does...
But I think EVERYONE cuts the time that it takes to switch cars and such, more than anything else.
